To make a DC fan regulator you will need the following:
A regulator chip: This is a circuit chip that controls the level of current flow. You can use a stabilizer chip, such as LM317 or LM7805.
Capacitor: It is used to stabilize the energy on a voltage level. You will need a number of capacitors, which will be connected between the input and output parts of the stabilizer chip.
Potentiometer: It is used to determine the current level. You can change the power level of the regulator using potentiometer.
Resistor: used to determine the power level of the regulator chip. You will need a resistor, which will be connected to the regulator chip and used to determine the power level.
Diode: By using diode you can scale the power level and then use regulator chip.

Now with an example I will try to tell you how to make a simple dc fan regulator:
First gather all the materials: a regulator chip (eg LM317), a capacitor, a potentiometer, a resistor, and a diode.
Build the circuit of a regulator chip: Build the circuit of the regulator chip using a lesson board or protoboard. Take the pins of your chip and connect the capacitor, potentiometer, resistor and diode you used in the circuit.
Connect the input and output: Connect a power source or battery to the input pin of your regulator chip. Then connect the fan to the output pin.
Determine Regulator Stabilization: Determine the voltage level of the regulator using your potentiometer.
After installing the regulator your DCK fan is ready to use. Now if the power source is properly connected and the regulator stabilization is set, the regulator will act to control the power level of the fan.
Use the potentiometer to set the power level to run your fan. By turning the potentiometer you can raise or lower the power level of the fan. It will be according to your preference. Adjust the potentiometer according to your fan run results if you are satisfied with the run level.
